Pune: The Principal Controller of Defence Accounts (Southern Command) Satish Pendharkar, IDAS hosted Rajnish Kumar, IDAS, Controller General of Defence Accounts for Inaugural Ceremony of KSHIPRA 2.O and the ‘Gallery of Veeranganas’ today afternoon in the premises of the office. Defence Accounts Department provides Audit, Accounting, Payment and financial Advisory services to the Defence Forces in the Country and Organisations under the Ministry of Defence. CGDA is the head of the Defence Accounts Department.
KSHIPRA 2.O is a series of educational videos prepared by the office of the PCDA (SC) Pune to familiarize the Army Jawans about their Pay and entitlements from recruitment to their retirement. The system of the maintenance of Pay Accounts of Jawans is complicated and involves efforts of the Unit where the JCO/ORs is posted, the Records Office of the Regiment and the Pay and Account Offices of the Defence Accounts Department. PCDA (SC) Pune disburses Pay to nearly three lakh Army Jawans through its eight PAOs.
Sh. Satish Pendharkar, IDAS spoke about the origination of the ideas that led to the creation of KSHIPRA and the need for educating the jawans. As part of the “Azadi ka Amrit Mahotsav” celebrations, PCDA(SC) honoured the sacrifices of the 25 women Freedom Fighters like Captain Laxmi Sehgal, Rani Abbakha, Jhano Mumo and others who fought valiantly for the country. The Gallery of Veeranganas was inaugurated by Smt. Ratna Kumar, wife of Sh. Rajnish Kumar,IDAS, CGDA.
The naming ceremony of the Central Hall of the office of the PCDA(SC) Pune was also conducted and it was named after Vasudev Balwant Phadke also known as the “Father of Indian Armed Rebellion”. He had served in the erstwhile Military Accounts Department in Pune. The building of the office of PCDA (SC) assumes architectural importance for its construction history dating back to year 1864.
Sh. Rajnish Kumar,IDAS, CGDA addressed the gathering and appreciated the efforts of the office. He motivated the officers to gear up for the new environment of pace and automation. He also talked about shifting from incremental approach to innovative approach in dealing with the duties entrusted to the department.
The ceremony was attended by senior IDAS officers and Major General P.K.Chahal, officiating Commandant, MINTSD, Brig D.G. Patwardhan, Commandant, BEG & Centre, Brig A.K.Dey, Commandant AIPT, among others.
VISIT OF CGDA TO OFFICE OF THE PCDA (OFFICERS) PUNE
Shri Rajnish Kumar, IDAS Controller General of Defence Accounts, Head of The Organization of the Defence Accounts Department coming under the aegis of Ministry of Defence, New Delhi paid a visit to Office of PCDA(O) Golibar Maidan, Pune on 18th May 2022.
Shri Rajnish Kumar, IDAS, CGDA accompanied by his wife Smt. Ratna Kumar performed plantation of trees in the premises lead by Dr. Rajeev Chavan, IDAS, ndc, PCDA (O) Pune to promote the culture of saving the nature. This was followed by inauguration by the Chief Guest of an Open Air Gymnasium and IDAS (P) Cricket Pitch for Net Practice. CGDA also e-launched ‘Dhrohar’ राजभाषा हिन्दी पखवारा विशेषांक ।
CGDA delivered Key Note address to all The Senior Officers and SAOs/AOs and had a brief interactive session with the gathering, speaking on the occasion; The Chief Guest said that change is visible in the Defence ecosystem because of private participation openings in Defence Sector. This will lead to Government holding a minority share in cut throat competition though much needs to done to achieve the Atmanirbharata (Self Reliance) model of Defence Production as envisaged by our Hon’ble Prime Minister. Private partner will have to play to lead role. Presence of DAD is desirable but its locus standing needs to be tested and proven in the turbulent times ahead. He highlighted the Six verticals of DAD viz: 1. Pay Disbursement 2. Pension Payment through SPARSH 3. Internal Audit 4. Integrated Financial Advisor (IFA) 5. Seller 3rd Party Payment: Prabal 6. Accounting
Since PCDA (O) is the Pay Master to all the 53600 Army Officers he lauded their approach and activity for improving the delivery of their services for a great cause and larger good. Central Pay System (CPS) is the panacea of all ill as it will bring automation to its zenith, transparency, probity, remove inconsistency, curtain red tapism /delay in personal payments and promptitude of payments, technology will be main driving force with more use of Artificial Intelligence, Machine language, Big Data Analysis, Enterprise resource planning etc.
CGDA was escorted to Newly constructed Visitors Room and newly designed Logo for the Office of PCDA (O) Pune installed at the Main Gate of the Office which got inaugurated by his auspicious hands.
